Elyas Abdulghaffar is a highly experienced IT applications manager with over 15 years of experience in leading and managing teams that design, develop, and implement Enterprise resource planning (ERP) applications.
Mr. Abdulghaffar currently holds the position of Director for the Government Systems Development directorate. He leads a team of skilled professionals who are committed to overseeing and managing a range of system development projects related to government entities. Additionally, Mr. Elyas is also responsible for spearheading strategic national-level system development initiatives and projects. He also plays a crucial role in establishing and defining national-level standards, frameworks, procedures, and policies.
Before joining the Information & eGovernment Authority, Mr. Abdulghaffar was the Director of the Applications Division at the Social Insurance Organization (SIO). where he was responsible for managing the applications development team that supports different modules. In this role, he was responsible for planning, coordinating, and supervising all activities related to the design, development, and implementation of SIO’s core systems. Prior to that, he worked as a Systems Developer at Arab Insurance Group (Arig).
Over the course of his career, Mr. Elyas has achieved numerous successes and accomplishments and was part of a variety of key strategic Government projects. He was also honoured by His Royal Highness the Crown Prince and Prime Minister as one of the finalists who qualified for the innovative ideas within the Government Innovation Competition (Fikra) in 2019.
Mr. Abdulghaffar holds a Master’s degree in Business Administration (MBA) from Ahlia University and a Bachelor’s degree in Computer Science from the University of Bahrain (UOB).
